ترامب بين خيار العفو عن نفسه ومخرج الاستقالة المبكرة.. أكاديميون أمريكيون يجيبون!
أفادت شبكة “سي إن إن” نقلا عن مصادر مقربة من الرئيس الأمريكي الحالي، بأن ترامب لا يفكر في الاستقالة المبكرة، لأنها تعني الإقرار بالهزيمة.
ورأت هذه المصادر أن الاستقالة بالنسبة لترامب “تعني الاعتراف بالهزيمة”، ولذلك يتوقع أن يصل إلى نهاية ولايته “من دون هذا النوع من المذلة”.
وفي سياق ذي صلة، رأى خبراء أمريكيون حسب وكالة أنباء نوفوستي أن ترامب قد يعفو عن نفسه، إلا أن ذلك قد ينقلب ضده، ولن يحميه من الملاحقة القضائية المحتملة على مستوى الدولة.
وكانت وسائل الإعلام الأمريكية كتبت في الآونة الأخيرة، نقلا عن مصادر، أن الرئيس الأمريكي ناقش موضوع العفو عن نفسه وحتى عن أفراد أسرته. كما أصدر بالفعل عفوا عن عدد من رفاقه الذين سبق ووجه انتقادات إليهم.
وفي هذا الشأن، لفت جيمس غاردنر، أستاذ العلوم السياسية في كلية الحقوق بجامعة بوفالو، إلى أن جدلا كبيرا يدور حول هذه القضية، مشيرا إلى أن ما يجري سابقة تاريخية، مشددا على أن وجهة نظره ترى أن “العفو عن النفس مستحيل منطقيا، وبالتالي هو محظور، وحتى البابا لا يمنح الغفران لنفسه”.
أما أستاذ العلوم السياسية بجامعة مينيسوتا، ديفيد شولتز، فأشار إلى أن “للرئيس الحق في تأجيل تنفيذ الأحكام والعفو عن الجرائم ضد الولايات المتحدة، باستثناء قضايا الإقالة”، لافتا إلى أن المحكمة العليا كانت قضت في عام 1867 بأن “الصلاحيات الممنوحة بهذه الطريقة غير محدودة”.
وتابع الأكاديمي الأمريكي حديثه قائلا إن “نطاق حق العفو واسع للغاية لدرجة أنه سمح للرئيس جيرالد فورد بالعفو عن ريتشارد نيكسون، قبل توجيه اتهامات إليه بارتكاب أي جرائم”.
وذكر رونالد تشين، الأستاذ في جامعة روتجرز، أن وزارة العدل كانت “أصدرت بعد ذلك وثيقة تنص على أن الرئيس لا يمكنه العفو عن نفسه، لأن ذلك مخالف لروح الدستور، ولا يمكن لشخص أن يكون قاضيا في قضية تخصه. ومع ذلك، ليس هذا هو العامل الحاسم”.
وقال تشين في هذا الشأن: “تماما مثل العفو عن الديك الرومي في عيد الشكر كل عام، يمكنه (ترامب) العفو عن أي شخص، ولا توجد قيود. لا توجد موانع، ولا يمكن للمحكمة أن تقول إنه يسيء إلى حريته في التصرف. إذن ما هو حق العفو؟ بالتأكيد، هذه حجة لصالح حقيقة أن بإمكانه أن يعفو عن نفسه”.
واستدرك هذا الأكاديمي قائلا إن بعض الخبراء يلفتون إلى أن الدستور يتحدث عن الحق في “منح العفو”، وأن كلمة “منح”، في رأيهم تعني أن هذا يمكن أن يتم فقط لشخص آخر، ولكن ليس لنفسك.
وعلّق الخبير على ما سلف بقوله: “ومع ذلك، فهذه حجة لغوية للغاية. ولكي أكون صادقا، أنا متأكد من أن الآباء المؤسسين الذين كتبوا الدستور ببساطة لم يفكروا في مثل هذا الموقف”، لافتا في هذا السياق إلى قضية سابقة في الولايات المتحدة تعود إلى عام 1915، عندما قررت المحكمة العليا أن العفو يعني ضمنا الاعتراف بالذنب.

An expecting couple went above and beyond to find out the gender of their unborn child by using a helicopter to deliver the news.
In a video, couple Adriana Jirjis-Alsaigh, 25, and Samar Alsaigh, from Macomb Township, Michigan, are filmed surrounded by their friends and family for a surprise reveal party when a helicopter flies over head.
The helicopter then sprays out paint colored in blue over a small pond to signify the couple having a baby boy on the way.

As the helicopter approaches the crowd, everyone erupts into cheers upon seeing the colored paint getting released from the aircraft. Then the footage shows the blue paint coming out of the far side of the helicopter over the pond.
It appeared the expecting couple was excited by the news about their bundle of joy as they were filmed hugging each other while the family and friends celebrated around them.
According to the , the couple was unaware about what their gender reveal would entail, which was all planned by Adriana’s sister and father.

Adriana’s sister had a cardboard box with blue and pink balloons tied to it, something she first pretended to the mom-to-be was how the baby’s gender would get revealed.
‘At first we opened up an empty box and kept hearing this noise like a helicopter,” she told the publication. ‘My husband and I didn’t think anything of it, just [thought] it was a helicopter, because the area my parents live in gets a lot of plane activity.’
The couple then knew it was their gender reveal once blue paint was sprayed out the side of the helicopter.
‘It was a complete surprise,’ Adriana said.
All along Adriana, who was 24 weeks along at the time of the reveal, thought she would be having a girl. But everyone else in her family, including her husband, all believed the baby would be a boy.
‘I actually thought it was a girl, but everyone else, including my husband, thought it was a boy and were extremely happy,’ Adriana said. ‘I thought we were going to do something small at the house, but my dad always goes above and beyond.’
The one downside to the now-viral gender reveal is that Adriana and her family have received negative comments online because of the extravagance.

‘Gender reveals are getting out of hand,’ the Instagram page captioned for its followers.
Many people online were in agreement that the effort to hire and use a helicopter for a reveal seemed like too much just to know if the baby will be a boy or a girl.
‘Nobody cares enough what gender your baby is to warrant this sh**,’ one commenter wrote about the over-the-top gender reveal.
Another person commented: ‘Imagine having so much money that you can afford to rent a helicopter AND have a baby. Wild.’
Although this gender reveal might be one of the most outrageous ones yet, it is not the only reveal idea to go viral since the tradition became popular years ago.
People have previously fired guns into the air, wrangled alligators, and even tossed a dyed watermelon into a hippopotamus’ mouth to discover what the gender of their baby will be.
These over-the-top spectacles might seem ridiculous to some, but the families involve always appear overjoyed by finally knowing the gender of their newest addition.
‘It’s going crazy and we’ve been getting a lot of hate comments saying “this is dramatic” or “this is their college fund” but whatever, everyone has an opinion these days,’ Adriana said about the critical comments.
