Jaren na de biochemische ramp in Raccoon City houdt Alice (Milla Jovovich) zich schuil in de Nevada woestijn. Woningcorporaties zijn van oudsher door de overheid betaalde organisaties, die moeten zorgen voor goedkope huurwoningen voor mensen met een laag inkomen. Maar eind vorige eeuw werd van alles geprivatiseerd, ook de sociale woningbouw. Nu woningcorporaties semi-zelfstandig zijn wil er wel eens iets mis gaan. Dat overkwam ook ex-bestuursvoorzitter Hubert Möllenkamp van woningcorporatie Rochdale. Er blijkt met het geld van sociale huurders allerlei luxe gekocht te worden en Arjen illustreert om hoeveel geld het nu eigenlijk gaat.
